So yes, it is usually a single sheet. At minimum, there's no way in hell they'd have the front and not the back present on the sheet like this.
If this was some earlier concept sketch, it wouldn't be this clean. This level of detailing without the rest of what makes a concept sheet useful doesn't make sense especially since we actually know a lot about how Pokemon runs their concepts.
