Sneasel is based on the Kamaitachi, a Japanese yokai that is basically a weasel with sickle-hands that rides cold winds and cuts your skin.
The legend is widespread in the Kōshin'etsu region. Mt. Fuji lies within that range and realistically sits in between Kinki and Kanto, just like Mt Silver sits between Johto and Kanto.
You know the Dark type is actually "Evil" type in Japan, so since the non-yokai part of Sneasel's design is inspired by nest-raiding weasels and the yokai part is a creature that sneakily cuts people, the ytyping fits perfectly.
Since the myth claims the Kamaitachi only appear on cold winds, SNeasel was given the Ice typing.
