It was SO successful in fact that they decided to split Let's Go Pikachu into two versions, choosing Eevee as Pikachu's counterpart not because it was what you would've received in Yellow originally, but because they thought it was a perfect little shillmon to contrast Pikachu. And they were right on the fucking money: Eevee's popularity boomed until it became Pokemon's second mascot, always right by Pikachu's side in marketing and merchandise.
Thus, new Eeveelutions would detract from Eevee's status, resulting in mutual cannibalization that hurts merch sales for both Eevee and the new evolution.
