You do it by giving playable cards as rares. Cards like Ditto or Comfey, just cards that have something that make you think you could play this card and have fun in the right deck. If this still sounds impossible to you I'll let you in on a secret, Pokemon cards already worked this way in the past. The first few sets gave you cool cards everytime. If you didn't get a holo Zaptos in Fossil then you still at least got a non-holo card that is just as good.
Now compare this shit with Snorlax in the new set. Snorlax doesn't do anything to make it playable in any way. No special ability (they could have reprinted one of the old playable Snorlax cards with new art). I don't want each pack to have a V pokemon or other 2 prize pokemon in it but these set should NEVER have an absolutely useless card as a rare, yet they do it all the time.
