Game Freak loves conflating cultural origins, and Paldea as a whole in based on Iberia so a lot of different things get mixed in that aren't from either Spain or Portugal. Skeledirge looks like a Dia de los Muertos skull, for example. So for them to specifically set the duck aside as coming from somewhere else leaves it open to connect to a possible future brazil region, if it happens.
