As for why a bowling pin evolves into a santa, probably the same reason a remora evolves into an octopus, or a witch evolves into a mobster, or a lantern youkai evolves into a genie, or why a cocoon evolves into godzilla, or why a crocodile evolves into a caveman and back into a crocodile. Game Freak tacking on a random theme to an evolution line isn't something that never happens. Seeing how unplanned their design process is how is this even surprising?
