>>38138032You should just have used a sleep-inducing move to both increase the catch rate and prevent Raikou from running away. I used Entei in my 3DS playthrough of Gold and caught it after the 8th badge, it wasn't that hard. Merely being asleep without a HP reduction gets you a 5% chance to catch it with an ultra ball.
