Fairy pokemon mostly correspond with the folklore of the region they're based on, and both groups told stories of animal pranksters that represented themselves. Unova is based off the US and whimsicott is first encountered near Nacrene city, which is located in a rural area. The surrounding pokemon (seismitoad, toxicroak, yanmega, scolipede, sewaddle, whimsicott, lilligant, slaking) all paint a southern image. Though cotton is a native cultivar, we shouldn't dismiss the plantation connections outright.
