I don't know, thing feel pretty natural to me. Just progress unless you face some natural barrier you can't cross yet or you find a pokemon that is like 30 levels above you
Its a pokemon game there is not that much difference between facing first a lv 19 or a lv 24 and titans are one single pokemon you can gangbang.
Now, not gonna say that seeing levels going up and down wasn't weird sometimes, but overall didn't feel unbalanced at all. Felt quite natural to me
Arceus was lot more easy to break by just getting a lv 85 pokemon with a random pokemon throw
