Very rarely does it work, and it often just comes off as "haha wouldn't it be funny if this pokemon had a MOUSTACHE XDDD how wacky". I've noticed it becoming more popular with newer mons. I think Gigantamax Kingler is a great design that's completely ruined by its bubble beard, it's hard to suspend your disbelief so hard that you think the frothing bubbles just coincidentally form the shape of a beard.
