In S/S, they don't have to worry about the overworld having multiple high poly npcs in one place, so they didn't make any low poly ones. Instead, they all use a high poly model with a full facerig with mouth, lip, eye and brow controls.
The Pokemon models seem to be also higher poly as usual, though Pokemon still seem to mostly use texture faces. This is likely because, unlike human NPCs, Pokemon can't share a basic rig throughout. The mouth and eye rigs for each pokemon would be pretty different from one another. A lot of Pokemon still get full mouth rigs like Yamper and Sobble, but I don't think I've seen any of them have clear eye rigs yet.
