BW did an interesting thing with them by making them a threat and showing that there are greater evils that they have to fight. And if it wasn't such a shit arc in general, then they could easily have gotten their own spin-off. Or just look at episodes like "Training Daze", it's an absolutely great episode and shows why those two are the best.
