The whole point of pokemon is that it's supposed to be a near-utopic world where none of that shit is even considered:
-It's a world with free health care, where the (Mostly) friendly wildlife actually collaborates with humanity in nearly every way possible, including energy sources and crop success, therefore rendering criminality useless unless has serious Ubermensch issues and wants to "rule the world" or something dumb like that. There would be no need for drug escapism because you're already living the dream.
The fact that so many people actually think doing this to the story would make it better still baffles me.
