The rollable characters were meant to be more broken. But what's really crazy is that Phoebe is the only character with Dire Hit All. +3 is the max for crit rate, and this is a +2 for the entire party which is like a +4 compared to any other stat. This move is like a net boost of +12 without any drawback (compare low health Phoebe using Unbreakable Bonds for +4 Attack across the entire party).
