Rock Head would probably still be better because of Head Smash abuse but it didn't make any sense for a Pokémon to not be able to make full use of what use to be its signature ability, as the elemental fang moves were egg moves while the biting only move outside of that was Crunch, and we all know that the 87.5M/12.5F gender ratio and Monster/Dragon egg groups are lovely when it comes to breeding for egg moves, especially without the oval charm so eggs appear faster.
