however, the real problem in johto its not that its filler but that its its BADLY written episodes in general that lead to nowhere and barely get to feel memorable at all with barely much feeling of risk whatsover (s1 kills ash, has tentacruel OBLITERATING a city, a boat sinking with people, being tunred into dolls or a volcano nearly destroying an island).
the main problems I can pinpoint being:
- Team rocket loses TOO FAST and are the main villains MORE TIMES than past seasons, and lose on almost the same routine (noctowl pierces balloon, new pokemon attacks, pikachu thunderbolts) its VERY noticeable.
- You can literally tell how most chapters will end even at the first minute or so (scientists want to confirm if a sudowoodo is rock or grass, suprirse, its rock)
- The writing of the chapters focuses much less on the characters or solving problems and instead seem like excuses to put new pokemon in situations we already know or saw before
- The setting is 90% forests when it was much more varied in kanto/orange islands with more cave/city/etc variety.
the only fair point I can give to johto though, is that ash's mons are more dynamic and frequently used more.
