It's very clear the Pokemon world was not "built" by Gen 2. While I think retcons are unforgivable in stories, the incomplete nature of the Pokeworld before more current gens would lessen the blow.
Most of them are game mechanic changes anyway, so it's not like they'd be taking a page out of Warcraft's terrible retcon book.
