They obviously want the cast to have broad appeal - Larry's probably the most popular gym leader of all the new ones and he was clearly suppose to appeal to adult fans. It makes sense they covered all their major demographics with the rest of the cast- including little girls. If you're a man secure in your heterosexuality then he's not for you and that's okay.
