In Gen 1, TMs were depicted as bands your Pokemon wore that enabled them to use the moves. They were machines (hence the name Technical Machine) that allowed Pokemon to use techniques that they normally wouldn't be able to learn, or would take a long time to learn.

FRLG changed them into instructional training CDs that you and your Pokemon watch to learn the move.

They originally were a band you put on a pokemon (how that worked is up to anyone)
Then the TCG revealed a redesign of a box that you put a pokeball in
The Electric Tale of Pikachu manga used this box design, but made it so you pulled it apart and somehow the energy from inside just flows into your Pokemon's head
and then by Gen 3 it was just "Slap a CD against your pokemon's head that makes sense"

TMs didn't start being depicted as discs until FRLG. Prior to that, the artwork for Gen 1 showed them as bands that you make your Pokemon wear.

Well, they were these weird bands initially. It's not MUCH better, but it would sure feel a lot more sensible, especially in PMD.
