There were two versions of the box art for gen 5 in Japan, and many times the version you posted that doesn't have the color in the tails would have the plastic case inside of a paper/cardboard shell that DID have the color on it. I know this because I imported a japanese copy of white to play it early and got a copy with the color on Zekrom's tail on the box art.
