That's why they try to make less Pokémon per gen instead of remove these ones that are unpopular or forgettable. And I'm glad with it because removing a single Pokémon will be the end of this franchise.
If they remove something will be something like Megas or optional forms, and looks like they don't intend to do this.
On the other hand, I would prefer if they don't make more Pokémon during at least one gen and try to make a good story with the Pokémon that we already have. There are many that would be useful to make good stories with unique gimmicks that help us to know them.
