This isn't made with people known to be permanent staff of Pokemon. Rie Matsumoto, the director of the music video, was also the director of several Pretty Cure series since 2006 as well as Kyousougiga (the later of which has a similar MC to the female trainer from the music video). Yuki Hayashi has worked on more than a handful of anime which include Gundam Build Fighters, Death Parade, MHA, the upcoming Shaman King series, as well as plenty of other non-anime works. Studio Bones is a well known studio that has worked on FMA (2003), Soul Eater, Space Dandy, Noragami, Chaika On the Front Page, and MHA. Bump of Chicken isn't old Pokemon staff either.
Pokemon hired the right people for the right job and look at what a short 3 minute music video came out to be. Imagine if they invested in reforming the people that make up Game Freak and had outside help contribute to mainline game.
