I don't think that Gallade is gonna be fully OU, but I think it may be be banned from UU. Even assuming that it follows Gardevoir's mirrored stats, it's actually stronger than Gardevoir relatively speaking because its primary attack is stronger.
Gardevoir uses a 96 base power + STAB Pixilate Hyper Voice as its primary move, whereas Gallade has 120 base power + STAB Close Combat. Its Psychic STAB is the same base power but slightly less accurate with a chance of flinching (Zen Headbutt) or slightly weaker but with a high chance to crit (Psycho Cut.) Its coverage is far superior, as it has access to Knock Off and elemental punches while Gardevoir relies heavily on Focus Miss. Also keep in mind that Gallade gets Swords Dance which allows it to break through defensive teams easier, in addition to getting Bulk Up to mirror Gardevoir's Calm Mind.
So yeah, even in the worst case scenario, ie; Mega Gallade's stats following Gardevoir's in reverse, you've still got an extremely threatening poke. It kind of looks on the same level as Mega Absol, to give an example. Inner Focus is obviously a very mediocre ability, but not entirely useless because a lot of matches can swing on Flinch Hax, especially in UU where I think Mega Gallade will eventually end up, owing to Jirachi and Hydreigon spamming Dark Pulse.
So yeah, I think it's too soon to write this thing off. I can see this being an absolute menace, especially to defensive UU teams.
