Since the data is stored in a different format it must be transferred to an online system to hold and eventually transfer to Bank. It makes sure that you actually have space for your transferred Pokemon. Imagine the shitstorm from kids (read: Parents / Anons) that transferred their Pokemon but didn't have the box space to house them.
