What "overdesigned" really means is the object's so obviously inspired that it doesn't leave the consumer any room to analyze it.
Garchomp works as a pokemon because it's not just a shark. It's a land shark with ties to various kaiju. Mega Chomp's scythe hands could be a reference to mantises, or maybe it's based on a lesser known costume monster. Who knows?
Meanwhile, we have pic related. And I see this issue in almost every fakemon; the artist wants a pokemon based off an animal or an object with nothing more or nothing less added. This leads to their design being boring and unsubtle.
