Having a healthy amount is needed because midstage evolutions fit well for midgame opponents and third stages are definitely needed for challenging late game opponents, but too many can still be an issue as it does still reduce the amount of unique evolution lines and fully evolved pokemon, which can cause issues like the previously mentioned ones. I don't fault the dex composition given the context of the hack, but if this was a hack where the dev team had full creative control over the dex I would consider the number of three stage evos to be an issue.
