The point is that to you "all" means every Pokemon, but to others "all" could mean every Pokemon in a game which is equally valid cause all has a variable definition here.

It was retired back in 2003, but they actually did bring the slogan back in like 2015 or so. They used it on their official channel as part of the intro to videos. I believe it's still in use on their site currently.
