In Japan the term can not only mean someone with standard psychic powers, but superpower people in general. It's all the same freaky mind over matter shit to them.
I know of one series directly relevant to this. Lightning, ice, light, resurrection, cyberworld, and mirrors are all considered psychic powers.
The one guy who actually moves things with his mind? His power, Psychockinesis is called the "the most primitive" and it's said weaker versions of it were known before the rest showed up.
Just roll with it.
