Reshiram and Zekrom are only in Tier 2 because the Pokedex says they can set the entire world on flames. Games Mewtwo isn't impressive by itself, it just doesn't really have the feats. Pokken and Super Mystery Dungeon Mega Mewtwo would definitely be Tier 2 as well. Special Tier is for things with hax, Hoopa and Celebi are sure bets in there, the Lake Trio can stop one member of the Creation Trio and control them as well, so I even considered them for Tier 1. Jirachi hasn't really done anything, probably belongs in Tier 4 if I'm being honest, but whatever.
I'm not sure on whether Giratina is that much stronger than Palkia or Dialga to warrant its own tier, but they (and Arceus) are all a cut above the rest in terms of power. Lets be real here, Dialga alone could solo anything below Tier 1, the Creation Trio are literally gods.
