So, why not unban everything and restart? I mean, really all that needs to be looked at is Uber, OU, and UU. The rest don't need a mention and are fine as is.
Many UU mons are very capable in OU, while many OU mons can't perform in Ubers due to the monsters that inhabit it. I think we need to remake the tiers.
Of course, things like Rayquaza, Kyogre, Groudon, Palkia, Ho-Oh, etc will be instantly put into Ubers. That leaves us with two tiers, Ubers and I guess you could call it a blank tier after that. The blank tier will go off playtesting and start moving things around until balance is achieved.
