This might change on November 14th when the Go Rocket Takeover event starts, they often change Giovanni's featured Pokémon and have new special research to get a super rocket radar.
Shadow Latios is good as a psychic attacker but regular Mewtwo outperforms it.
As a dragon attacker it's stronger than Rayquaza and Salamence, but squishier.
