Considering the egg group the line is in, Amorphous, implies that it has little in the way of a traditional skeleton, I would assume the "helmet" is a thick layer of cartilage of some sort as protection for the brain and head. Which I guess would make it feel like a skull but a bit squishier. That would make the fact it's green fairly normal, since the line has green skin in other places too.
I think this would also explain how it maintains its shape, which hair couldn't do in the same way.
