The last Pokemon movie they really gave a shit making was Pokemon 4ever. I think the 5th movie was the last time it was shown in theaters in America, after that the animation quality started looking noticably worse. Compare Heroes to Jirachi Wishmaker and its a noticable drop in quality and probably also budget.
Its clear the movie series was really meant to be a trilogy and end at the third film anyways. The movies were never cinematic masterpieces, but there was some real soul and passion put into them all the same. Takeshi Shudo was the glue holding the anime together. The anime stopped being relevant in the west after gen 4. Arguably it already was irrelevant in the west after Gen 3.
