Sceptile was better than Blaziken in R/S/E because leaf blade was still special. With it's high speed and special attack, a STAB leaf blade would one-shot many, many Pokemon. Not to mention he isn't some clunky ass turtle that couldn't wipe his own ass without freezing to death.
