Forge 1.16 isn't viable for a server unless they want to water it down, but Fabric 1.19 doesn't have CustomNPCs. If anything, they're probably going to stick with the latest version of Pixelshit for 1.12.2. I don't know, that's just what I'm assuming because it's what makes sense.
