Archie and Shelly are from a village located in the zone you can't access -because of rocks blocking your surf- at route 108. That's the place where you can fish Carvanha and Sharpedo all fine.
The village's main source of income was fishing, and some accident happened around there (maybe because of Mauville City's modernization) that made the local fish start to die. The people in there were forced to move to other places since they couldn't fish anymore. This is in part what makes Archie start thinking about how humans are messing with Pokémon and that the world would be better if the world was returned to a primordial state where Pokémon can live happily. The Jirachi encounter happened before this sad headcanon happened.
