A dungeon in Pokémon is essentially any gauntlet that’s considered “inside” (Anywhere you can use an escape rope) whether it’s a cave, a forest, or a building. It may or may not have wild mons, it may or may not have trainers, and it may or may not be linear. Typically (and ideally) they would also have puzzles to break up progression through them but that’s not a strict requirement, sometimes a labyrinthian layout is it’s own puzzle.
