Pokemon is not even designed that way. Not all pokemon are meant to be good, or balanced completely, with each other. That's just not the way that the game was designed. Gumshoos is not designed to be competitively equal to tapu bulu. If they are disappointed about stuff like that then they should play a different game or not care about VGC. There is really no use in whining about it.
