Unfortunately, Gourgeist can't learn Shadow Claw, so it's either Phantom Force (2 turns, but overrides Protect) or Shadow Sneak (40 BP, but has priority). But the other moves seem okay. Rock Slide should make for some good flinching combined with Small Gourgeist's speed, while Flame Charge offers both type coverage and the opportunity to boost speed further.
