Niconico is from which these ratings are from you're seeing. They are held in Japan and reflect a good and large proportion of the viewership reception most of the time)
They started doing ratings around the time of JN starting so we have the reception ratings for JN, MPM and currently Horizons.
So imagine April 14th, the premiere starts there are still some being upset by Ash being gone, so in some vain efforts they drop in, dump the lowest rating possible out of spite towards the new show and then leave in order to affect the score. But that was vain considering the online reception Horizons got thanks to the two-parter presentation and the new pokemon of the DLC.
In retrospect Ep1 of the two-part premiere was weaker but since they aired at the same time they were rated together.
TL;DR in a basic but slightly rude manner: Butthurt Ashfags hopped in, took a small dump on Niconico and then left.
