Even though Riolu and Lucario were "originally discovered in Sinnoh", they're not found in the wild there (including BD/SP).
You do find them in ancient Hisui though.
The first time Riolu was available naturally in the wild was in Black/White, inside of Challenger Cave.
They were also available in Heart Gold / Soul Silver's Safari Zone, but that isn't a natural habitat as that Safari Zone was entirely manufactured.
Lucario was first available naturally in the Wild in Sun/Moon as an SOS encounter in Poni Grove, and then later as an unconditional wild encounter in Sword/Shield in various places within the Wild Area.
Also in Sun/Moon, you can find wild Pichu in one of the earliest points of the game, and is also how Hau adds one to his team.
