Inclement Emerald makes Emerald more challenging, updates it to gen 7 mechanics, buffs ALL shitmons, and adds all mons up to gen 7
Blazing Emerald also increases challenge and buffs shitmons, but it keeps more to the original feel of the game, while adding its' own regional variants of mons like (pic related) Hoennian Skarmory, Hoennian Goodra, Hoennian Dodrio, etc. that have kino designs, the mechanics only go up to gen 4 or 5, and the vast majority of the Pokemon are still from Hoenn
