Pokemon would be improved if you could just edit a Pokemon's IVs in-game. If needed, they can come up with some kind of bullshit excuse for this like making some post-game SUPER gym that can bring out the potential of even the weakest monsters. There could even be regimens for lowering a Pokemon's IVs if needed for trick room or hidden powers or something.
I don't see any real strategic purpose to IVs at all. Whereas there are benefits for having varying distributions of evs, different natures, etc. in 99% of cases, the best option for IVs is always to have perfect 31s. The only purpose for less-than-perfect IVs as far as I know is for hidden power and trick room. Since IVs have little strategic depth as is, the game would be better if players didn't have to trifle so much with them. Gamefreak only encourages hacking with their gay as fuck IV system. This results in unnecessary debates about legality that would not even happen if Gamefreak just provided a better solution.
