You see, not all pokemon are intended for just battling and it was an element of Gen III. Delcatty is the perfect contest winner, so you can load up your cat with moves that will win the contest it's entered in without worrying about its battle viability. It has a really great movepool and can learn all sorts of TMs and contest combinations.
That being said, I still use my Delcatty in battle and he holds his own quite well. He's in the Hall of Fame and is still going to be used in the Battle Frontier.
