Is there any Pokémon more cucked?It's only available reliably in (Shining) Pearl and Legends Arceus, with the latter being the only decent point to obtain since the former is after 6 badges (the Grand Underground doesn't spawn it until after beating Candice), ORAS doesn't give you soaring/Mirage Islands until after the Primals/before the 8th gym, and specifically White 2 requires a funfest mission two layers deep only available after defeating the Champion.
If Gen X isn't merciful and includes it early on like Purrloin was in SwSh, I'm fairly confident the Purugly line might just become the most obscure Pokemon family of all time if it ain't already. It's hilarious just how many loops you have to jump just to find one. LA might just be its best blessing in terms of being noticeable in the modern day (especially on the Switch through its most well-regarded entry) given how aggravating it is otherwise.
