It develops the circus theme, and subverts expectations with a slightly menacing final stage -- which works perfectly with the scary clown motif. Ballio actually does something interesting with Popplio instead of turning him into a generic mermaid.
Popplio had so much potential. I was so disappointed when Primarina was revealed. What a waste.
