Lunatone and Solrock go down pretty easily to fighting type moves, and by that point you should have at least one capable Dark type to get rid of the rest. I remember partnering my Based Chicken with Shiftry and Starmie, to form a dual GFW-DFP core, and they shredded through that game like it was nothing.
Only in Emerald is it not the best by far, but only because of Wallace and Juan. Its still arguably the best even after that just because of the scarcity of good fire types.
