I guess they could just be being lazy, but it seems pretty dang intentional to me.
-The return of the Squirtle Squad! A classic follow up from OS, and they were smart to make this the Bulbasaur and Charizard follow up too.
-Team Rocket has a good gig for once! Too bad they're greedy, being slimy producer types is probably the most ethical way they could use their skillset and profit driven motivations.
-The Squirtle Squad are doing a Super Sentai show for the kids, that's a cute way to reintroduce the team. For those who don't know, Super Sentai is the live action hero team (tokusatsu) show that Saban edits into Power Rangers. Live Sentai shows are fairly common kids events in Japan.
-While the Squirtle Squad's outfits are closest to Gekisou Sentai Carranger (1996), they're definitely giving a nod to Taiyo Sentai Sun Vulcan (1981) because Team Rocket's outfits resemble the villain group from that series pretty closely (Machine Empire Black Magma). It's a popular entry in the franchise for oldhead otaku, and it's the only series with exclusively male members. Another easy nod is the fattest Squirtle is a yellow ranger, likely a reference to the popular Yellow Owl character from Choujin Sentai Jetman (1991).
-They also make a sneaky reference to Godzilla films with the image of Gigantamax Charizard destroying the city, once again playing with the tokusatsu genre.
