We had lots of unique cards pre-BW that got a single printing and then died, but TPC thinks reprinting Darkrai for Waters is fun and exciting when Darkrai was Standard legal three months ago.
All those cards you listed are subpar because they're poorly designed, as if they were made to never be actually competitive. I mean, Double Crisis was basically a joke pack. But if you go to older formats, you'll see plenty of unique cards healthily existing in a competitive environment.
