I don't consider Oblivious a bad ability, but Whiscash has a dearth of status moves. Gluttony nods to it's Pokedex entries and helps it's bulk. HP is the only thing stat-wise it has going for it, so it may as well be the best among it's Water/Ground brethren. Kind of see this thing as a lower-tier Zygarde. Big bulk to setup with Dragon Dance and sweep.
Whiscash just needs more to stand out and be unique. Every other Water/Ground Mon outclasses it.
